The purpose of the workgroup is to collect data, study national and international best-in-class practices and make recommendations for implementing and scaling those practices in Maryland public schools.

Neighborhood Indicators of Poverty

Under the More Resources for Students to be Successful pillar, a new Concentration of Poverty Grant was established to support schools with a high percentage of students living in poverty. The Blueprint also charges the Maryland State Department of Education to study and explore the application of more nuanced and sophisticated measures of poverty to better meet students' needs.

Pathways for all Students

Adopting A New College and Career Readiness Standard

National Board Certified Teacher Incentives

By earning a National Board Certification, teachers earn a salary increase of $10,000. Additionally, NBC teachers who teach at an identified low-performing school earn an additional salary increase of $7,000, for a total increase of $17,000.

Raising Starting Salaries for Teachers

Under the Blueprint, all Maryland teachers will earn a salary of at least $60,000 beginning in 2026. This means that new teachers in some Maryland counties will see an increase of almost $15,000 over current rates.

Judy Centers

Judy Centers utilize a multigenerational approach to provide wraparound services for families and children, as well as provide professional development for early childhood educators. The Blueprint expands Judy Centers throughout Maryland and includes nine additional Judy Centers each year for the next five fiscal years and 18 per year for the following five fiscal years.
